5th MJM football tournament begins

BSC-FC beat Legong Banggo 3-1 in opener

PASIGHAT, Jul 25: The much awaited 5th edition of Matmur Jamoh Memorial Football tournament toady got underway at the Pasighat Sports Complex with the former Education Minister Bosiram Siram kicking the ball in presence of ZPC Kaling Dai, Matmur Jamoh-II (the great-great grandson of freedom fighter and warrior Matmur Jamoh) and a huge number of soccer lovers. The tournament is being sponsored by the Directorate of Sports and Youth Affairs and organized by East Siang District Football Association (DFA) in collaboration with DSO (Sports). BSC-FC beat Legong Banggo 3-1 in the opening match, adding much excitement.

Speaking on the occasion, Siram stated that huge crowd turnout was testimony to the popularity of the tournament and opportunity to pay tribute to the ‘gallant warrior Matmur Jamoh’, who fought against the Britishers. He lauded the organizer for hosting the tournament successfully for the fifth times to promote sport culture which would ultimately help to prevent drug abuse and violence in the society. The present Nabam Tuki led state government has sanctioned 10 Crs. for construction of a stadium to encourage the youths in sports activities keeping their minds and bodies physically busy for personality development and career progression, Siram added. He further advised the youths to maintain discipline and sportsman spirit throughout the tournament.

15 teams from various parts of the districts are participating in the tournament and the final match will be played on 10th August next. The winning team will be awarded with one lac cash while runners-up will get sixty thousands. There will be much more for various discipline like best goalkeeper, highest scorer and best player of the tournament etc and also for semifinalist teams, official sources informed.

The inaugural match was costly for Legong Banggo (LB) team though the first goal in the match was registered by Kali Gadi of the team in 15 minutes in the beginning. On the other hand, two goals were netted by Kamin Darin and one by Miding Tasung of BSC-FC and the match ended at 3-1 margin. DIPRO

 

NSCN(IM) civil wing functionary surrenders

ITANAGAR, Jul 25: One civil wing functionary of NSCN (IM) for Wancho areas has surrendered before Longding Deputy Commissioner cum District Magistrate and the Deputy Superintendent of Police (in-charge SP) today in presence of the village chief, GB and PRI members. A surrender certificate was issued to Seliam after completing formalities. No arms and ammunition was deposited by the surrendered militant as his arms had already been seized by police during the course of his arrest.

The surrendered militant, namely Seliam Wangsa from Nginu village under Wakka circle of Longding district has assured the district administration to become a responsible and law abiding citizen of the country and promised not to go back to the organization.

He has been made to execute a bond to keep peace for a period of one year under Section 107 CrPC along with execution of an undertaking before the Deputy Commissioner cum-District Magistrate, Longding and i/c Superintendent of Police, Longding that he will appear before the Police and Court when summoned for investigation, enquiry and trial etc.

Earlier, a petition was submitted to the DC cum DM by the Chief of Nginu village, the HGB, the Anchal Chairperson of Longchan Anchal Block and the GPC of Nginu requesting the DC to accept Seliam’s surrender. Accordingly, the district administration has considered the surrender of the militant.

He was involved in a number of criminal activities in Longding, Tirap and in Assam, He had joined the militant outfit in August, 2006 and undergone training at Mon district of Nagaland.

 

CLRAC conducts spot verification of flood affected area

DOIMUKH, Jul 25: The Circle Level Relief Assessment Committee (CLRAC), Doimukh have conducted spot verifications on July 18 and 25 for assessing the severe damages caused by flooding of Tigdo and Sibi streams at Tigdo and Yupia villages to the agricultural lands and houses under Doimukh circle due to the incessant rainfall since July 15. The Committee comprise of M. Pertin (CO cum Chairperson CLRAC), Tana Yayo Nabam (ZPM), Dr. Nabam Takang (i/c MO CHC), Chuku Kapa (HDO), Er. Bamang Raju (AE, PWD), Nabam Epo (GB) and Tana Tagi Tara(BEO). During the verification it was found that an OBT house at Yupia has been washed away and severe damages to agricultural fields caused, according to an official release.

PASIGHAT, Jul 25: Central Agricultural University (CAU) Imphal Vice Chancellor Prof. SN Puri has assured the students of College of Horticulture and Forestry (CHF), Pasighat to provide them with best facility and opportunity to build a successful career in their respective stream.

Attending the freshers’ meet of CHF, Pasighat on July 21, the Vice Chancellor informed that CAU has secured second position among 68 agricultural universities in the country on the basis of the number ICAR-JRF qualifying student. He said that 33 UG students in various disciplines of agricultural science secured Junior Research Fellowship and got admission in premier agricultural institutes, like IARI, CIFE and IVRI, FRI. He commended faculty, staff and students for maintaining this tempo.

He will be receiving the academic excellence prize from Prime Minister Narendra Modi July 29, Prof informed delightfully.

He advised the senior students not to indulge in ragging activities and become mentor of the newcomers.

BADP fund misappropriation alleged

ITANAGAR, Jul 25: The All Arunachal Pradesh Anti-Adulteration Youth Forum (AAPAAYF) has lodged a complaint with the State Chief Secretary against the Mechukha PWD Division Executive Engineer alleging misappropriation of BADP fund amounting to Rs 9 crore meant for construction of outer ring road around Mechukha Township vide sanctioned No. PD/BADP/Scheme-131/2011-12 dated 16/01/2013 under Mechukha CD Block in West Siang district.  

The Forum, in its complaint letter to the CS, claimed that the EE Mechukha PWD Division allegedly awarded the work through work order basis without floating the NIT thereby violating the laid down norms and depriving the reputed registered firms and contractors. Besides, the payments were also allegedly made without written ‘No Objection Certificate’ (NOC) from Managing Director, Apex Bank Limited.

The Forum also alleged that the EE made the payment to the contractors on existing RWD roads for which the payments were already made by the concerned department in other scheme. Currently, only one layer of black coat has been done on already existing road, it claimed.

While referring to the other points in support of its claim such as execution of work and payment without obtaining technical sanction from the competent authority, the Forum urged upon the CS to personally intervene into the matter. It called for physical verification of work to unearth the ground reality and the achievements thereof. Further, the Forum demanded for reconstruction of the said roads while maintaining the quality of work and immediate suspension of EE Mechukha for his alleged misappropriation fund.

The EE Mechukha could not be contacted by this daily for his reaction and comment on the allegation made against him.

 

Meat selling along NH banned

ITANAGAR, Jul 25: Capital Complex Deputy Commissioner cum District Magistrate Mige Kamki  in an order banned selling of  meat along the NH-52-A  in the Capital Complex. Anyone found indulging in such activities and violating this order will be booked under appropriate provisions of law.

APWS complains against home department

ITANAGAR, Jul 25: The All Puroik Welfare Society (APWS) has complained against the state home department alleging negligence.

In its complain letter to the chief secretary, it claimed that the file no. HMB (A) 67/2012 regarding reservation quota for Puroik community into APPBN/IRBN had gone missing from the department because of its negligence.

 

AAPUU seeks cancellation of walk-in interview

ITANAGAT, Jul 25: The All Arunachal Pradesh Unemployed Union (AAPUU) has asked for cancellation of the recently conducted walk-in interview for the post of banking assistant, messenger and peon in the Apex bank

In its letter submitted to the managing director, Arunachal Pradesh State Cooperative Apex Bank Limited, while referring to Apex Bank as one of the reputed institution in the state, it said that the said posts (BA-20, messenger-5 and peon-5) is a gross violation of recruitment rules and against the supreme interest of the educated unemployed youth of the state.

It further called for conducting written test for the same saying that written test is the best way to test the caliber of the aspiring candidates.

 

AdiSU Lohit seeks immediate construction of various Govt establishments

ITANAGAR, Jul 25: The Adi Students’ Union (AdiSU), Lohit, has asked for immediate construction of various government establishments in the 111.5 acres of land demarcated from the 450 acres of Jhum Cultivation of the Govt land at Jaipur area under Namsai Sub-Division.

In its letter submitted to the chief secretary on July 15 last, while saying that the land was demarcated for the purpose on October last year, it further sought compensation as per land acquisition act.

 

Release lapsed quantity of APL rice, Org urges FCI

ITANAGAR, Jul 25: The East Kameng Fair Price Shop Association (AEKFPSA) has urged for release of lapse quantities of APL rice for the month of January to April last.

In its letter submitted to the general manager, FCI, Itanagar, it said that 1702.98 quintals of APL rice has been lapsed due to non-availability of stock at FSD, Seppa.

Further alleging the area manager, FCI DO Banderdewa of not complying with the complaint addressed to him, it threatened to initiate legal action against them if no action is initiated from their part.

 

Kishori Diwas celebrated

ITANAGAR, Jul 25: A day-long programme on the occasion of Kishori Diwas was organized at KGBV, Sagalee on July 23 last. More than 70 adolescent girls attended the programme. During the programme, height and weight of the girls were measured and recorded.

Speaking on the occasion, MO of Sagalee Dr T Nyodu talked about health and disease of the adolescent girls and administration of Iron Folic tablets.

MO Dr Yamini Talo spoke on the prevention of common diseases of the adolescent girls.

Headmaster, KGBV Sange Thriley Lama advised the girls on value of education.

Certificates distributed to trainees of skill development course

ITANAGAR, Jul 25: Certificates were given to successful trainees of Nampong and Manmao circles, who have completed various skill development courses organized under Border Area Development Programme (BADP) at Govt. Craft Centre, Nampong .

The certificates were given away by Jairampur ADC Kento Riba in presence of prominent public leaders, including former Changlang ZPC Izmir Tikhak, Nampong DFO Gulab Singh, Craft Superintendent AB Deori and other officers and staff of the ADC office.

The certificates were presented to 14 trainees on their successful completion of six month training course in tailoring, weaving and design diversification which was started in December, 2013.

After distributing the certificates, ADC Riba, ADC appreciated the women trainees for undergoing the training and completing it in spite of their family problems. He said that the skill they have gained in the training would provide them source for generating income.

Health authority sounds encephalitis alert

Centre urged to provide more JE-Virus testing kits

ITANAGAR, Jul 25: The health department of Arunachal Pradesh today sounded high alert after 12 cases of  Japanese Encephalitis including one death case have been reported across the state. It said among the 12 cases detected, most of them are between 1 to 14 years of age and rest includes one adult and a teenage.  The detected cases were undergoing treatment at the Arunachal State Hospital since  last week under special care. Two cases are reportedly being treated in the ICU of Guwahati Medical College hospital in Assam, informed Dr. L. Jampa, State Epidemiologist in a press statement.

The virus was first detected in Japan in 1933 and therefore the infection is known as “Japanese Encephalitis”.  It can be occurred and get transmitted  locally because of the suitable environment for breeding of the vector i.e ‘culex/culicine-mosquitoes’.

Gearing up its surveillance mechanism to contain the killer virus, the state health department has taken steps to provide testing facility at Arunachal State Hospital, Naharlagun. It also asked the central division of the NVBDCP at Delhi to immediately provide sufficient JE-virus testing kits to the state. The RMRS- ICMR at Dibrugarh has also been requested to assist in the laboratory testing and confirmation of the JE-infection.  The department informed that so far, four cases have been tested positive for JE virus in the state hospital laboratory of which one case has also been confirmed as positive JE virus by RMRC, Dibrugarh. The health department further appealed to all citizens to remain calm and extend their support in containing the disease.

Educating the common people, State Epidemiologist Dr. L Jampa said that the preventive measures are simple and similar to that of Malaria and other vector borne diseases as the vector for JE virus is the ‘culicine-mosquito’ which breeds in stagnant water in drainage and paddy fields.

The JE virus is also transmitted by mosquitoes to pigs, poultry birds which infected men either from birds or pigs through mosquito bite, he added. Dr Jampa further suggested the people to reduce breeding source for mosquito larvae by eliminating water logging and stagnation around households and environment. He also asked people to take preventive measures such as use of mosquito bed nets, disposal of  household wastes and garbage in identified places and consultation with nearest health centre or hospital for any acute onset of fever associated with abnormal behavior.

 

Meanwhile, Health & Family Welfare Minister Kalikho Pul today made a fervent appeal to the civil society to remain alert to prevent the spread of the disease by following the do’s suggested by the department.  He said preventing the virus from breeding in stagnated water sources could go a long way in averting the virus to make deep road in the state. “We would take all possible steps to prevent our people who should also cooperate in our endeavour, the appeal added.

 

 

 

Budget session of Assembly begins

Health dept. creates 65 posts of specialist doctor, Edn. dept to  follow policy of zero tolerance

NAHARLAGUN, Jul 25: The budget session of the Arunachal Pradesh Sixth Legislative Assembly began here today with various lists of businesses and introduction of important Government bills.

During question hours, Health & Family Welfare Minister Kalikho Pul informed the house that government has recently created 65 posts of specialists to fill up the huge shortage of specialist doctors in various categories in the state, adding the recruitment will take place through APPSC.

Pul further told the house that there are only 70 specialist doctors of all categories till date, who are being shared across districts on rotation basis and said that government is contemplating for upgrading health structures on zonal basis to deal with shortage of manpower and resources at Bomdila, Ziro, Pasighat and Tezu. He also advocated for mega health camps covering certain areas to benefit the people.

The minister was replying to a question of MLA Tesam Pongte during question hour on the first day session. Pongte sought reasons for non-posting of specialist doctors in Changlang District Hospital and non availability of modern equipments and medicines.

Registration of private schools: Education Minister Tapang Taloh informed the house that government is taking steps to streamline the functioning of private schools in the state. The policy of “Zero tolerance” would be strictly followed while dealing with any discrepancies in the education sector and evolve a proper mechanism to streamline the system, he added.

Taloh was responding to MLA and leader of the opposition Tamiyo Taga on the issue of proper registration of private schools in the state and regulatory system of the government. In a supplementary query, Taga further sought checking of coaching centres and modalities of registration fees collection from the private schools.

Informing that many unregistered private schools are functioning in the state and government is aware of the gross mushrooming of those schools, the minister said that notification and directives have been issued to the District Administration to verify and check rampat unregistered private schools and take action as per RTE provision, adding that reports have been received from 7 districts - Papum Pare with 58 unregistered private schools, West Siang – 20, East Kameng -13, West Kameng -2, LDV – 9, Tawang -2 and East Siang -7.

Changlang-Khonsa Road:  Chief Minister Nabam Tuki informed that the 64 km Changlang-Khonsa road has been handed over to Trans Arunachal Highway for which DPR has already been submitted.

Replying to a query raised by MLA Wanglam Sawin on maintenance of Changlang-Khonsa road, the Chief Minister assured the MLA of early maintenance of the road.

Sawin informed that the Changlang-Khonsa road, the life line to 25 villages is in a very dilapidated condition and urged for early restoration of the road.

Salary & allowances for KVK Centre: Agriculture Minister Chowna Mein said that ICAR has released fund against salary and  allowances of 144 staffs of 9 KVKs (Krishi Vigyan Kendra) under the administrative control of the department of Agriculture till June 2014.

Mein was replying to a query of MLA Wangki Lowang seeking the numbers of staffs of KVK centres not receiving salary and allowances and total numbers of KVKs in the state during the first day session of the state assembly. Informing that there are 14 KVKs in 14 districts, the oldest being at Basar in West Siang established in 1978, while it is yet to establish in 3 districts of Dibang Valley, Kurung Kumey and Longding, the minister said that all the KVKs centres are managed through ICAR and are not directly under state government.

As per the MoU, ICAR as the first party provides pay & allowances, technological support, demonstration units/ machines etc, while the departments of Agriculture, Animal husbandry & veterinary as host party provide infrastructures including approach road to KVK sites, potable water, power supply, irrigation facilities to KVK firms etc, the minister informed. He however assured to consider including the case in AoP provided funds are allocated for the purpose.

Flood management programme : The state government missed out on Rs 60 crores under flood management programme. This was informed by the Water Resources Minster in a written answer while responding to a question from Tamiyo Taga.

The minister said due to delayed recommendation for release of fund by Brahmaputra Board to the Union Ministry of Water Resources, the amount could not be released.

Panel of Chairmen: Speaker Nabam Rebia announced the names of four legislators for panel of Chairmen to conduct the business of the house for the current session. They included MLAs - Kameng Dolo, Japu Deru, P D Sona and Rajesh Tacho.

Bills introduced: Home Minister Tanga Byaling introduced the Arunachal Pradesh Unlawful Activities (Prevention) Bill, 2014, while Town Planning & UD Minister Pema Khandu introduced two bills – The Arunachal Pradesh State Housing Board Bill, 2014 and the Arunachal Pradesh District Planning Committee (Amendment) Bill, 2014.

Report laid: The house also witnessed the Chief Minister Nabam Tuki laying the annual report of the Arunachal Pradesh Information Commission for the year 2006-12, while Parliamentary Affairs, Health & Family Welfare Minister Kalikho Pul presented the first report of Business Advisory Committee of the Sixth Legislative Assembly which was adopted by voice vote.

Infamous PDS scam investigation on snail pace

ITANAGAR, Jul 25: Responding to a question from BJP MLA Japu Deru during the first day of the second session of sixth legislative assembly on present status of PDS scam in Arunachal, the Food and Civil supply ministry said that scam is being investigated into by the SIC (Vigilance) and is under trail in the court of District and Sessions Judge cum special Judge, Lakhimpur.

The response of the ministry would come as a surprise to many keen observers of the scam as the chief minister on Oct 2012 had said that investigation has entered the final stages. Today’s response seems to suggest that investigation is yet to be over.  Based on a PIL filled in 2004, the high profile case exposes nexus of politicians, bureaucrats and contractors and (non) distribution of subsided food to the citizens amounting to atleast  Rs 1000 crore.  More than 60 people have been found involved in the PDS case.

Meanwhile, during the last five years, Land Transport Subsidy amounting to Rs 50, 28, 98,014 was released, according to papers made available today at the floor of the house.

M/S Reekam Trading agency got a payment of around Rs 24 cr (Approx) in four instalments. The other firms who were reimbursed are M/S Lohit Agency, Tezu (Rs 2.5 cr), M/S Highland enterprise (Rs 3 Cr approx), M/S MP Enterprise, Dambuk, Roing, M/S CNN traders (Rs 1.5 cr approx), M/S Mamang Boranf, Pasighat (1.5 Cr approx), M/S DDH salt, Dibrugarh.

A Hill Transport subsidy amounting to Rs 77,21,13,072 was also released in which 49 firms were reimbursed. M/s Sela Transport received Rs 13 cr while M/s Sanghi Gai got Rs 9.8 cr. M/s Namdapha MPCS Ltd got Rs 7.3 cr while M/s Mana Enterprise got Rs 5.2 cr.

The pending liabilities of HTS bill under litigation and non litigation in respect of carriage contractors amount to more than Rs cr 441 cr involving 93 firms.

 

 

State BJP delegation calls on Gowda

ITANAGAR, Jul 25: A delegation of State BJP led by president Tai Tagak called on Railways Minister D V Sadananda Gowda in Delhi today and urged him to upgrade the existing “Arunachal Express” train  running between Rongya and Murkhongselek to a “Super Fast (AC) Weekly Express between Naharlagun and New Delhi introduced in the current fiscal.

This he claimed will not only benefit the people of the state in particular and the North East as a whole a hassle free travel to the national capital but also help them build an emotional connection with mainstream people. Two daily intercity express trains “Guwahati-Naharlagun and Guwahati-Murkongselek” will be introduced during 2014-15, Gowda had announced while presenting the Railway Budget in Parliament.

The railway minister said there are 23 projects underway in the Northeast of which 11 are national projects.

Tagak and his team expressed gratitude to the Minister for the announcement “Kamakhya-Bengaluru Premium Express and an AC weekly express train between Naharlagun-New Delhi and also for proposing to introduce seven new trains besides earmarking Rs 5,116 crores for various projects in the NE region.

The State President also apprised the Railways Minister for special provision in grade “C” and “D” posts in Railways for the people of the state.

Meanwhile, the Railways Minister assured the delegation to look into the proposal for “Arunachal Express” train and also for further development of rail services in the region.

He also said that the Dudhnoi-Mendipathar new line, Lumding-Badarpur-Silchar gauge conversion, Harmuti-Murkongselek and Balipara-Bhalukpong sections will soon get commissioned.

Strategy chalked out to improve capital roads: Gadi

ITANAGAR, Jul 25:  The state Government  has chalked out strategy to improve the  condition of roads in capital region, informed PWD Minister Gojen Gadi  in the Assembly today.

Responding to a private member resolution moved in the House by BJP member Laisam Simai, the minister informed that the state Cabinet had recently approved construction of 294 km cement concrete roads in the capital in phased manner.

Of the total  293.867km of roads in the capital towns, 16.150km is being converted to CC pavement  in phase -I and the construction will be taken up soon with a sanction amount of Rs 22.50 crore, the minister informed.  The minister further informed that  Rs  10 crore has been sanctioned for construction of  6.65 km cement concrete road in phase -II and  the tender for the same is under process.

"Of the remaining 271 km, an amount of Rs 10.10 crore has already been sanctioned for black topping of 236 km of roads while another amount of Rs1.33 crore has been earmarked for black topping of 32 km of road besides an amount of Rs 96 lakh for the remaining 25 km of road,"  the minister further informed.

In order to ease the traffic congestion in capital region, the  Govt is coming up new proposals for  upgradation  of bypass roads in Capital complex during the current financial year, the minister added. Earlier, Simai, while moving the resolution said that dilapidated roads with pot holes has been a cause of concern for the citizens of the state capital while several persons lost their lives every year because of road accidents.

 

 

AAPSU opposes move to shift NHPC regional office

ITANAGAR, Jul 25: Claiming that the regional office of National Hydroelectric Power Corporation (NHPC) is about to shift from Itanagar to Guwahati under inexplicable circumstance, All Arunachal Pradesh Students’ Union (AAPSU) today strongly opposed the reported development saying that it would be a big jolt to the people of the state as well as employees working under the power developer.  In a letter to NHPC chairman cum Managing director, Faridabad, AAPSU said that the corporation is about to shift it’s functioning from Itanagar to Guwahati by converting the regional office Itanagar into liaison office.  The apex students’ body termed the reported move of power giant as discouraging gesture inspite of the support and cooperation given by the state government and the union.

The union also said that people of the state and its employees would unnecessarily face harassment  and other problems if NHPC shifted their  regional office to Guwahati.

In a strong-worded letter, AAPSU demanded NHPC to immediate re-consider its decision and cancel the posting of executive director regional office Itanagar to Guwahati within 10 days. It further demanded creation of  NHPC’s subsidiary in Itanagar headed by Managing Director.  It urged the  NHPC authority to improve the public relations specially with local people for smooth and early completion of the projects in Arunachal Pradesh.

 

 

18 renovation schemes for mini/small hydel projects in progress: Govt

ITANAGAR, Jul 25: The hydro power department of the state Government is taking up construction of new small hydro power projects and also reviving low efficient/defunct micro/mini/small hydro electric power stations through its renovation and modernization schemes with the support of  Central Govt. This was informed by the power minister in the Assembly while responding to a star question raised by BJP MLA Kento Rina today. Rina has asked the minister whether the Government is contemplating on building micro hydro projects or reviving the defunct ones or encouraging  renewable energy to improve the power scenario.

The power minister informed that the Union ministry of new and renewable energy (MNRE) has agreed in principle to support 27 renovation and modernization schemes. He further  informed that in the first phase the union ministry  concerned has sanctioned 18 schemes of renovation and modernization  projects which are in progress at various stages.  The remaining projects shall be sanctioned by the ministry on completion of the first phase of the schemes, the minister  further said.

When asked by the MLA what efforts are being done to mitigate the power crisis in the state, the concerned minister further informed that the annual power demand of the state is 793 MU (million unit) and the availability  is 637 MU. Thus the state experience  power shortfall  of 156 MU. During winter the state experience power deficit of  12 MU to 30 MU, the Minister informed adding the department as per the central electricity regulatory commission’s stringent grid discipline code has to resort to regular load shedding across the state. For bridging  the annual energy gap of 156 MU the state Govt has to purchase power from the open market like Indian Energy Exchange and CERC licenced power traders. Unless few big storage dams come up, power shortfall in the entire northern grid is likely to continue. The   minister concerned further informed that maintenance of  transmission lines pass through hilly terrain and thick forest of Arunachal Pradesh for 100 per cent fault free power supply is uphill task. However, power supply disrupted by natural calamities are being restored within shortest possible time. To get rid off the problem of disruptive power supply, there is a need to develop  132 KV state power grid, the assembly was informed. The minister further informed that Central Govt is being approached for sanctioning a scheme in this regard.

While responding to a question of MLA Tumke Bagra regarding third party inspection of RGGVY scheme,  the power (electrical) minister informed  the Assembly that  TCIL, a central public sector undertaking had submitted their expression of interest for the inspection and monitoring works @ 3 per cent of the work value and  an agreement was made with the TCIL @ 2.90% work value.

 

 

SPF flays govt. for reckless signing of  MoUS, threatens stir

ITANAGAR, Jul 25: Flaying the state government for reckless signing of MoUs and MoAs with private power developers for construction of hydel projects in Arunachal Pradesh, the Siang Peoples Forum (SPF) has decided to launch a massive democratic movement questioning the legality as well as the morality of the state government to mortgage the entire natural resources of the state into the hands of the capitalists.

As per the recent Supreme Court judgment, the SPF said, the use of natural resources of the state should be decided through the competitive bidding process and not through first come first issue basis.  Describing that the magnitude of the hydro power scam was even bigger than the Coalgate scam, the SPF alleged that allotment of the water resources of all the streams and small rivers in the river basins of Kameng, Siang, Lohit, Subansiri and Tirap were made without following the laid down procedures of competitive bidding process incurring heavy losses to the state as well as the Centre.

As per information obtained through RTI, SPF claimed that the state government has so far allotted more than 47000 MW installed capacity of power to various companies, including Jindal, Reliance, the Jaypee, DSC, KSK, Athena, NEEPCO, NHPC etc.

It alleged that the state government did not take prior and informed consent of the people of the project affected areas before signing of MOUs and MAUs against of those projects.

I said that the secret MoA and MoU culture of the Congress Govt. executed under the garb of the draconian Hydro Power Policy enacted by the NDA Regime in 2001-02, has created chaos, specially in Siang belt which has always been opposing any move of the Government to impose any mega dam in the region.

The SPF also condemned various political parties, civil societies, organisations and students unions, barring the PPA and Adi Students Union, for choosing to remain a mute and silent spectator on all acts of omissions by the state government.

The SPF demanded the state government to disclose the utilization of the upfront money amounting to several crores of rupees collected on behalf of the state from the hydro power developers.

“Claiming that the second installment for the Upper Siang stage-II of Rs. 50 crores was paid on June 16, 2014 by NEEPCO Ltd to the state government, the SPF questioned that why has not the state government used the money for the development of the stakeholders especially the affected families of the river basin.

The SPF said would appeal the high court to accept the PIL and order for a SIT to probe into the hydropower scam an Arunachal Pradesh. The SPF also appealed to all like minded and indigenous rights supporters to support and help in the fight for justice and survival.

 

 

Ex-minister for postponement of public hearing

ITANAGAR, Jul 25: Former Minister Medi Dodum has demanded the authority concerned of the state government to postpone for Talong Londa Hydro Power Project scheduled on July 28 as the environmental impact assessment (EIA) of the project was incomplete and inadequate.

The environmental impact assessment report for the 225 MW Project which estimates that 485 hectares of forest land will be submerged did not take into account the fact that the reservoir that will be created out of the dam will also lead to flooding of low-lying areas of Meorang village, the former minister said. He said that these areas have been used as traditional grazing ground for mithuns and for subsistence farming by the people for centuries. In fact, the flooding will also impact around ten other adjoining villages, he said.

“Although the technical study on the project has been made public, it is of little use to the villagers who are not proficient in English language. While it may be argued that another copy of the study in the Nyishi language was published and uploaded for public viewing, no villager has access to internet facilities and a very few are able to decipher the Latin script in which the copy was published.” This meant that there has been a lack of awareness amongst the people on the ecological impact of the proposed dam,” he said and strongly demanded for generating public awareness before any public hearing is conducted. “Otherwise it would serve no purpose as the affected land owners will not be able to lodge their complaints.

He also claimed that the downstream impact of the dam was never taken into account during entire process of project assessments. For any project to proceed, it is important that the opinion of all affected people must be accounted for whether it is an inch or an acre of land,  

As per the EIA, an estimated 1500 migrants are expected to reside in the area for a period of five years. The impact that this mass migration will have on the miniscule indigenous tribal population is known to all. In an already fast-changing world where tribal populations the world over are feeling the impact of cultural erosion, the threat of demographic change is one that we can live without, he said.

Further, there are more than 20 projects are in the pipeline all along the Kameng river basin in East Kameng district. This is aside from the 24 additional projects in the Kameng basin in neighbouring West Kameng district. Together the projects in the Kameng will account for dams with an installed capacity of over 4000 mega watts. So many projects with such large capacities are completely unnecessary, he added.

 

 

Speaker flags off ambulances for Doimukh CHC

ITANAGAR, Jul 25: Legislative Assembly Speaker Nabam Rebia visited the Doimukh CHC and flagged off two number of ambulance vehicles  on July 23 in a glittering function.   The ambulances and Dental chair with accessories  were donated by PHEP NEEPCO Pvt. Ltd. Under CSR-CD scheme. DC Papumpare, DHS, (H & FW), DMO & DRCHO Yupia, HOP of PHEP NEEPCO Doimukh with senior manager and CMO, ZPM Doimukh along with Panchayat leaders and all the HODs of doimukh circle attended the  programme.

While appreciating the NEEPCO for donating the ambulance, Dental chair, Dental X-Ray machine and accessories for CHC Doimukh, Rebia hoped that  the NEEPCO authority will continue such charity works for the cause of Doimukh area. He advised the Doctors and Nurses to perform the duty sincerely and dedicatedly. He has also declared for the notification of up-gradation of CHC Doimukh to district hospital for Papumpare district.

He has warned the encroachers of Govt land and directed the local administration to take action against encroachers as per law. The Speaker has asked  the Govt, employees to vacate the Govt. quarter immediately after getting transferred out so as to enable the incoming incumbent to accommodate for rendering timely service in the place of posting .

The DHS (H & FW) Dr. Kartik Nishing had appreciated the improved service of the hospital and its efficient management by the Medical Officer Incharge. He has stressed on the importance of dress code for a health personnel (Doctors, nurses, para medical staff uniforms) during the duty hours.

Yupia DC Tai Kaye has advised the health personnel to extend all possible health delivery service to the far flung rural areas and to work dedicatedly.

Dr. R. Ronya, DMO Yupia and Dr. Kipa Tuglik, DRCHO Yupia had appreciated Dr. Nabam Takang, MO Incharge of CHC Doimukh for his outstanding service in the medical programme management and in hospital administration. Lastly, Dr. Nabam Takang has thanked all the donors who donated some cash amount for procurement of basic necessities for the hospital, including arrangement for EMO duty room for rendering 24x7 medical emergency service.

Meanwhile, the world population day was observed on July 11 at CHC Doimukh which was inaugurated by Dr. R. Ronya, DMO Yupia.

The world population stabilization fortnight was observed from 11th July to 24th July with various programmes.

 

 

Official team meets SSB DIG, pleads for transfer of land for educational purpose

YUPIA, Jul 25: A meeting was held between SSB DIG, (training), Tezpur,  Assam and DC, Papum Pare at SSB training Hq at Tezpur yesterday regarding transfer of 27 acres of already allotted land to SSB which had been remained abandoned since 2000 at Emchi village under Doimukh Circle.

R.Bhumbla, DIG, SSB said that the land in question is still being used for training purposes by their units very often. He also said that approval regarding transfer of ownership of land had to be conveyed and approved by higher authority (Union Ministry of Home Affairs)

DC Papum Pare Tai Kaye highlighting the need for educational institution like setting up of college requested the SSB personnel to spare the land of Emchi for social cause and instead offer alternate land under Balijan Circle. He said the present site is not conducive for training purpose as such it is surrounded by University and lots of upcoming local villages which will create lots of law and order problems in days to come ahead.

Techi Hitlar, DLRSO, Papum Pare accompanying the DC, briefed about the status of land and assured to cooperate in identifying alternate suitable land for SSB Training ground if consensus is given by the para-military authority.

It was decided later that team from SSB and District administration will conduct a joint survey of the land in question before initiating any further course of action in transfer of land as soon as possible.

No one should be deprived

Recently Arunachal Teachers' Association (ATA) claimed that five Assistant Teachers (ATs) were illegally promoted to the posts of Junior Teacher (JT). The association wrote to Chief Secretary and complained about it. They alleged that many senior assistant teachers who are in DPC waiting list have been deprived by this move to promote those teachers who are junior in terms of experience. This allegation by ATA is serious in nature and should be addressed properly.

Teaching is considered to be noble profession and every effort should be made to ensure that this field is not dirtied by corruption allegation. Today unfortunately teaching profession is losing respect due to allegation of corruption. Many teachers are alleged of remaining absent from place of posting and indulging in business activities. Education department should take strict action against such teachers. Department need to act on the allegation of illegal promotion leveled by ATA. Such action will demoralize the hard working teachers who often are not given their due. Education department should not let hard working teachers be deprived of their chance to get promotion.

Who are responsible for the bandhs?

Dear Editor,

In your esteemed daily, many writers express their views regarding bandh call in our state. In recent days also, some writers demand AAPSU to stop bandh call as it hampers the daily lives of innocent people badly. No doubt bandh call are a great humiliation to general people. Innocent poor people become victims in such situation. But my suggestion is- let us examine or judge who really the propagators of bandh calls are. Is it AAPSU leaders themselves or is the  government in some ways responsible too?

Why our people always focus only on those who initiate bandh call? Why not we think about our officers/department/government etc who tempt such organization to move bandh call? My conscience does not permit me to blame AAPSU for calling these bandh calls.

According to our past experiences- in most of the cases, government finally decided to negotiate with bandh callers and accept their demand after several round of bandh calls. By the time people had already suffered too much. Remember “justice delayed is justice denied”.

My question is why is our government delaying in responding to the their demand if there is a way for solution? Why government does not take action if their demands are genuine? Why they are waiting for bandh call or strike before it takes an action? Why our government compromise with bandh caller and accept their demand after everything is destroyed?

Who is responsible for this bandh culture? Is it AAPSU or other organization who tend to   go for strike or bandh call before talks with government or concern department  or is it our government who always wait for strike or bandh call before any positive action is taken?

Improve school facilities

Dear Editor,

Various schools of Phassang circle are in pathetic condition with very few basic facilities. There is no maintenance of school buildings or boundary walls. The schools also lack basic sanitation.

The schools need urgent posting of teachers as there are schools without subject teachers.

The school manage-ment committees and other responsible people should work together for the betterment of the schools and stay away from politicking while dealing with development of schools. And head-quarters may be shifted to Sango sub division as is it approachable for the people of the area.

The worsening roads

Dear Editor,

Because of the monsoon rain, the road conditions in Capital Complex have worsened. Since the citizens want good roads, the restoration work must start at the earliest and special attention should be given on drainage system as well.

The MLA and local councillors should take initiative for early release of funds in order to start the renovation process.

The Arunachal syndrome

This has reference to the insightful article “Precarious financial condition of the state & the way forward – I” by Dr Hari Krishna Paliwal.

The former Chief Secretary tried to draw our attention towards something that I refer to as the Arunachal syndrome. The recent history of Arunachal explains this syndrome. While exposer to modern economy was flash-like for Arunachalis, they never had the bedrock to build its land according to the demands of the outside world. For long the land of the dawnlit mountains have not seen the ray of hope. The vast green jungles and mineral laden land seemed to have nothing to offer to its children.

 The economy of Arunachal has been primarily a subsistence economy. The introduction of modern methods in the agriculture and allied sectors has hardly been able to make an impressive impact. Following the 1996 ban on timber-felling, Arunachal Pradesh has been facing a revenue loss of approximately Rs 178 crore per annum.  The alternatives introduced in the form of the New Industrial Policy of Arunchal Pradesh, 2001 and grant of “Green Bonus” are yet to bring about a new paradigm of development. The concept of eco-tourism has not substituted the ban on timber harvesting based economy of the past. Infrastructural bottlenecks continue to pose major challenge to the State. Potential of forest based industries, including bamboo, orchids and medicinal plants etc. are not being channelized to its optimum level. We are yet to tap the mineral wealth that lay trapped below our soil.

The ‘development paradigm’ that the centre has ushered in for the Northeaster States since the ‘80s, is a welcome paradigm from the ‘culture, security and politics paradigm’ of the past. It is evident that much of the infrastructural bottlenecks in Arunachal have been due to the non-development paradigm adopted in the past by the Centre. However, the fit-for-all approach of various schemes and developmental projects has to be re-modelled to suit unique settings of every States especially of a State as vast and diverse as that of Arunchal Pradesh.

As a part of the Union of India, Arunachal Pradesh shares border with Bhutan, China and Myanmar. Except for Jammu and Kashmir, no other State shares these many numbers of borders with other countries. However, it took decades to open border trading posts in Arunachal Pradesh. The re-opening of Stillwell road would bring impetus to the developmental initiatives undertaken in the border areas. Special Economic Zones may also be opened in areas which are closely linked with railway lines, like the Ledo-Jairampur area. Border area development would have two- pronged advantage- it would ensure that India’s security concerns are addressed, and rural-to-urban migration discouraged to a large extent.

Many of the infrastructure development projects including Hydropower Projects/dams in Arunachal have been halted due to environmental concerns. It is imperative that the present Government at the centre has to strike a balance between environment concerns, interest of the project affected people and developmental necessities of Arunachal Pradesh. Similarly, Arunachal specific policies have to be developed to utilise the mineral reserves of Arunachal.

A comprehensive and demand driven model of tourism has to be developed. Once-a- year ‘Melas’ or ‘Mahotsavs’, are not enough to do justice to the potential that Arunachal has. The unique cultural traits and customs that Arunachalis have been preserving for ages needs to made the USP of our tourism industry. Entry permits may be further segregated from tourist permits for easy accessibility and technology may be introduced to consolidate the effort. The major tourist areas have to be sensitised and educated on tourism and cultural behaviour. Tourism models of Sikkim and Uttarakhand may be keenly studied. 

Arunachal has to improve its reserve of human resource.  Vocational courses especially the ones that cater to the service sector have to be encouraged. The recent ‘Job Mela’ initiative of the Government of Arunachal is a right step towards developing the human recourse reserves of the State. The initiative has given a unique opportunity to the youth of the State to get employment outside Arunachal and at the same time develop their skills which can be used by the beneficiaries to develop their own enterprises once they decided to come back home.

The executing arms of the Government of Arunachal Pradesh have to infuse vigorous professionalism into their job, think out-of-the-box to not only draw policies that suit Arunachal Pradesh but also introduce Arunachal specific implementation measures/techniques to take the economy of Arunachal to a higher trajectory. Above all, the people of Arunachal have to cultivate a development-friendly attitude and extend its cooperation to the Government to help achieve what Arunachal truly deserve.

Good initiatives yet some clarity needed

Dear Editor,

In a recent meeting chaired by Hon’ble Minister PWD, Gojen Gadi, the following important issues were resolved:

That all junior Engineers/ Assistant Engineer/Executive Engineers promoted/appointed to higher post on functional or Officiating basis shall be discontinued forthwith.

The vacant post, if available, shall be filled by giving adhoc promotion from the senior most officers as per seniority which will be regularized subsequently through DPC.

The existing unwanted/useless work charge post shall be converted to other useful trade within same scale of pay/pay band as per actual requirement. The actual requirement shall be worked out.

The proposal for creation of 3(three) additional Division for Highways at Namsai, Roing and Basar shall be taken up with Government.

No new post be created without creating subordinate post.

The Executive Engineer at the verge of superannuation/retirement shall not be posted in any field unit/division 02(two) years prior to retirement.

Steps initiated by Minister concerned are really commendable which will bolster the moral of PWD Engineers and also may become source of inspiration for other departments too. It is also urged that :

Preparation of DPR/Estimate be given sufficient time for field survey, it cannot be prepared overnite costing Crores of rupees, preparing of overnite estimate led to unrealistic one which is devoid of many scopes when compared with field/actual requirements and modification after getting approval is difficult or in other words it is not permissible.

Training of new appointees as  Junior Engineer/Assistant Engineer must be given so that before getting field posting one will have basic technical knowhow.

To make Planning Unit effective from the beginning, the ASW should be invariably posted in the Division for preparation of DPR/Estimate, preparation of Detailed estimate for Technical sanction, timely submission of QPR, UC, etc of all schemes.

State govt. is paying huge sum of salary to Chief Engineer (OSD) of PWD but not tapping his potential, there is no visible role played by him as on date, he should be engaged in work like preparation/drafting of tender documents, works code and manual etc, by posting/providing with supporting staff, in consultation with Finance Dept, Law Dept, Audit, etc.

On one hand it is seen that APPWD is using CPWD works manual but in some instances they have not followed as stated in manual confusing the system. As such, corrigendum/addendum regarding change of particular section of CPWD manual be issued which shall be followed in APPWD instead of CPWD manual.

As per GFR-2005-Rule 204 (viii) (a)-Price variation clause can be provided in long terms contracts, where the delivery period extends beyond 18 months. In short terms contracts firm and fixed prices should be provided for.

CPWD Manual follow the same conditions where clause 10CA & 10CC of GCC are applicable when stipulated period of completion of Project is beyond 18 months. Clause-10C is applicable below and above 18 months.

But as per MoRTH SBD conditions-Sl.No-13.4, escalation/price variation is applicable if stipulated period of completion is more than 12 months. There is no uniformity between CPWD & MoRTH which are usually followed in the State. Also, clarification is needed when stipulated period of completion of project is beyond 18 months-i.e, whether escalation/price variation clause is applicable from month-one till completion or from 19th month till completion.
