CLRAC conducts spot verification of flood affected area
DOIMUKH, Jul 25: The Circle Level Relief Assessment Committee (CLRAC), Doimukh have conducted spot verifications on July 18 and 25 for assessing the severe damages caused by flooding of Tigdo and Sibi streams at Tigdo and Yupia villages to the agricultural lands and houses under Doimukh circle due to the incessant rainfall since July 15. The Committee comprise of M. Pertin (CO cum Chairperson CLRAC), Tana Yayo Nabam (ZPM), Dr. Nabam Takang (i/c MO CHC), Chuku Kapa (HDO), Er. The Forum, in its complaint letter to the CS, claimed that the EE Mechukha PWD Division allegedly awarded the work through work order basis without floating the NIT thereby violating the laid down norms and depriving the reputed registered firms and contractors. Besides, the payments were also allegedly made without written ‘No Objection Certificate’ (NOC) from Managing Director, Apex Bank Limited.
The Forum also alleged that the EE made the payment to the contractors on existing RWD roads for which the payments were already made by the concerned department in other scheme. Currently, only one layer of black coat has been done on already existing road, it claimed.
While referring to the other points in support of its claim such as execution of work and payment without obtaining technical sanction from the competent authority, the Forum urged upon the CS to personally intervene into the matter. It called for physical verification of work to unearth the ground reality and the achievements thereof. Further, the Forum demanded for reconstruction of the said roads while maintaining the quality of work and immediate suspension of EE Mechukha for his alleged misappropriation fund.
The EE Mechukha could not be contacted by this daily for his reaction and comment on the allegation made against him.

ITANAGAR, Jul 25: Certificates were given to successful trainees of Nampong and Manmao circles, who have completed various skill development courses organized under Border Area Development Programme (BADP) at Govt. Craft Centre, Nampong .
The certificates were given away by Jairampur ADC Kento Riba in presence of prominent public leaders, including former Changlang ZPC Izmir Tikhak, Nampong DFO Gulab Singh, Craft Superintendent AB Deori and other officers and staff of the ADC office.
The certificates were presented to 14 trainees on their successful completion of six month training course in tailoring, weaving and design diversification which was started in December, 2013.

Health authority sounds encephalitis alert

ITANAGAR, Jul 25: The health department of Arunachal Pradesh today sounded high alert after 12 cases of Japanese Encephalitis including one death case have been reported across the state. It said among the 12 cases detected, most of them are between 1 to 14 years of age and rest includes one adult and a teenage. The detected cases were undergoing treatment at the Arunachal State Hospital since last week under special care. Two cases are reportedly being treated in the ICU of Guwahati Medical College hospital in Assam, informed Dr. L. Jampa, State Epidemiologist in a press statement.

He also asked people to take preventive measures such as use of mosquito bed nets, disposal of household wastes and garbage in identified places and consultation with nearest health centre or hospital for any acute onset of fever associated with abnormal behavior.
Meanwhile, Health & Family Welfare Minister Kalikho Pul today made a fervent appeal to the civil society to remain alert to prevent the spread of the disease by following the do’s suggested by the department. He said preventing the virus from breeding in stagnated water sources could go a long way in averting the virus to make deep road in the state. “We would take all possible steps to prevent our people who should also cooperate in our endeavour, the appeal added.

During question hours, Health & Family Welfare Minister Kalikho Pul informed the house that government has recently created 65 posts of specialists to fill up the huge shortage of specialist doctors in various categories in the state, adding the recruitment will take place through APPSC.
Pul further told the house that there are only 70 specialist doctors of all categories till date, who are being shared across districts on rotation basis and said that government is contemplating for upgrading health structures on zonal basis to deal with shortage of manpower and resources at Bomdila, Ziro, Pasighat and Tezu. He also advocated for mega health camps covering certain areas to benefit the people.

Registration of private schools: Education Minister Tapang Taloh informed the house that government is taking steps to streamline the functioning of private schools in the state. The policy of “Zero tolerance” would be strictly followed while dealing with any discrepancies in the education sector and evolve a proper mechanism to streamline the system, he added.
Taloh was responding to MLA and leader of the opposition Tamiyo Taga on the issue of proper registration of private schools in the state and regulatory system of the government. In a supplementary query, Taga further sought checking of coaching centres and modalities of registration fees collection from the private schools.

government is aware of the gross mushrooming of those schools, the minister said

Salary & allowances for KVK Centre: Agriculture Minister Chowna Mein said that ICAR has released fund against salary and allowances of 144 staffs of 9 KVKs (Krishi Vigyan Kendra) under the administrative control of the department of Agriculture till June 2014.
Mein was replying to a query of MLA Wangki Lowang seeking the numbers of staffs of KVK centres not receiving salary and allowances and total numbers of KVKs in the state during the first day session of the state assembly. Informing that there are 14 KVKs in 14 districts, the oldest being at Basar in West Siang established in 1978, while it is yet to establish in 3 districts of Dibang Valley, Kurung Kumey and Longding, the minister said that all the KVKs centres are managed through ICAR and are not directly under state government.
As per the MoU, ICAR as the first party provides pay & allowances, technological support, demonstration units/ machines etc, while the departments of Agriculture, Animal husbandry & veterinary as host party provide infrastructures including approach road to KVK sites, potable water, power supply, irrigation facilities to KVK firms etc, the minister informed. He however assured to consider including the case in AoP provided funds are allocated for the purpose.
Flood management programme : The state government missed out on Rs 60 crores under flood management programme. This was informed by the Water Resources Minster in a written answer while responding to a question from Tamiyo Taga.
The minister said due to delayed recommendation for release of fund by Brahmaputra Board to the Union Ministry of Water Resources, the amount could not be released.

Infamous PDS scam investigation on snail pace
ITANAGAR, Jul 25: Responding to a question from BJP MLA Japu Deru during the first day of the second session of sixth legislative assembly on present status of PDS scam in Arunachal, the Food and Civil supply ministry said that scam is being investigated into by the SIC (Vigilance) and is under trail in the court of District and Sessions Judge cum special Judge, Lakhimpur.
The response of the ministry would come as a surprise to many keen observers of the scam as the chief minister on Oct 2012 had said that investigation has entered the final stages. Today’s response seems to suggest that investigation is yet to be over. Based on a PIL filled in 2004, the high profile case exposes nexus of politicians, bureaucrats and contractors and (non) distribution of subsided food to the citizens amounting to atleast Rs 1000 crore. More than 60 people have been found involved in the PDS case.
Meanwhile, during the last five years, Land Transport Subsidy amounting to Rs 50, 28, 98,014 was released, according to papers made available today at the floor of the house.
M/S Reekam Trading agency got a payment of around Rs 24 cr (Approx) in four instalments. The other firms who were reimbursed are M/S Lohit Agency, Tezu (Rs 2.5 cr), M/S Highland enterprise (Rs 3 Cr approx), M/S MP Enterprise, Dambuk, Roing, M/S CNN traders (Rs 1.5 cr approx), M/S Mamang Boranf, Pasighat (1.5 Cr approx), M/S DDH salt, Dibrugarh.

Strategy chalked out to improve capital roads: Gadi

ITANAGAR, Jul 25: The state Government has chalked out strategy to improve the condition of roads in capital region, informed PWD Minister Gojen Gadi in the Assembly today.
Responding to a private member resolution moved in the House by BJP member Laisam Simai, the minister informed that the state Cabinet had recently approved construction of 294 km cement concrete roads in the capital in phased manner.
Of the total 293.867km of roads in the capital towns, 16.150km is being converted
to CC pavement in phase -
"Of the remaining 271 km, an amount of Rs 10.10 crore has already been sanctioned for black topping of 236 km of roads while another amount of Rs1.33 crore has been earmarked for black topping of 32 km of road besides an amount of Rs 96 lakh for the remaining 25 km of road," the minister further informed.
In order to ease the traffic congestion in capital region, the Govt is coming up new proposals for upgradation of bypass roads in Capital complex during the current financial year, the minister added. Earlier, Simai, while moving the resolution said that dilapidated roads with pot holes has been a cause of concern for the citizens of the state capital while several persons lost their lives every year because of road accidents.
AAPSU opposes move to shift NHPC regional office
ITANAGAR, Jul 25: Claiming that the regional office of National Hydroelectric Power Corporation (NHPC) is about to shift from Itanagar to Guwahati under inexplicable circumstance, All Arunachal Pradesh Students’ Union (AAPSU) today strongly opposed the reported development saying that it would be a big jolt to the people of the state as well as employees working under the power developer. In a letter to NHPC chairman cum Managing director, Faridabad, AAPSU said that the corporation is about to shift it’s functioning from Itanagar to Guwahati by converting the regional office Itanagar into liaison office. The apex students’ body termed the reported move of power giant as discouraging gesture inspite of the support and cooperation given by the state government and the union.
The union also said that people of the state and its employees would unnecessarily face harassment and other problems if NHPC shifted their regional office to Guwahati.

18 renovation schemes for mini/small hydel projects in progress: Govt

ITANAGAR, Jul 25: The hydro power department of the state Government is taking up construction of new small hydro power projects and also reviving low efficient/defunct micro/mini/small hydro electric power stations through its renovation and modernization schemes with the support of Central Govt. This was informed by the power minister in the Assembly while responding to a star question raised by BJP MLA Kento Rina today. Rina has asked the minister whether the Government is contemplating on building micro hydro projects or reviving the defunct ones or encouraging renewable energy to improve the power scenario.
The power minister informed that the Union ministry of new and renewable energy (MNRE) has agreed in principle to support 27 renovation and modernization schemes. He further informed that in the first phase the union ministry concerned has sanctioned 18 schemes of renovation and modernization projects which are in progress at various stages. The remaining projects shall be sanctioned by the ministry on completion of the first phase of the schemes, the minister further said.
When asked by the MLA what efforts are being done to mitigate the power crisis in the state, the concerned minister further informed that the annual power demand of the state is 793 MU (million unit) and the availability is 637 MU. Thus the state experience power shortfall of 156 MU. During winter the state experience power deficit of 12 MU to 30 MU, the Minister informed adding the department as per the central electricity regulatory commission’s stringent grid discipline code has to resort to regular load shedding across the state. For bridging the annual energy gap of 156 MU the state Govt has to purchase power from the open market like Indian Energy Exchange and CERC licenced power traders. Unless few big storage dams come up, power shortfall in the entire northern grid is likely to continue. The minister concerned further informed that maintenance of transmission lines pass through hilly terrain and thick forest of Arunachal Pradesh for 100 per cent fault free power supply is uphill task. However, power supply disrupted by natural calamities are being restored within shortest possible time. To get rid off the problem of disruptive power supply, there is a need to develop 132 KV state power grid, the assembly was informed. The minister further informed that Central Govt is being approached for sanctioning a scheme in this regard.
While responding to a question of MLA Tumke Bagra regarding third party inspection of RGGVY scheme, the power (electrical) minister informed the Assembly that TCIL, a central public sector undertaking had submitted their expression of interest for the inspection and monitoring works @ 3 per cent of the work value and an agreement was made with the TCIL @ 2.90% work value.
SPF flays govt. for reckless signing of MoUS, threatens stir
ITANAGAR, Jul 25: Flaying the state government for reckless signing of MoUs and MoAs with private power developers for construction of hydel projects in Arunachal Pradesh, the Siang Peoples Forum (SPF) has decided to launch a massive democratic movement questioning the legality as well as the morality of the state government to mortgage the entire natural resources of the state into the hands of the capitalists.
As per the recent Supreme Court judgment, the SPF said, the use of natural resources of the state should be decided through the competitive bidding process and not through first come first issue basis. Describing that the magnitude of the hydro power scam was even bigger than the Coalgate scam, the SPF alleged that allotment of the water resources of all the streams and small rivers in the river basins of Kameng, Siang, Lohit, Subansiri and Tirap were made without following the laid down procedures of competitive bidding process incurring heavy losses to the state as well as the Centre.
As per information obtained through RTI, SPF claimed that the state government has so far allotted more than 47000 MW installed capacity of power to various companies, including Jindal, Reliance, the Jaypee, DSC, KSK, Athena, NEEPCO, NHPC etc.
It alleged that the state government did not take prior and informed consent of the people of the project affected areas before signing of MOUs and MAUs against of those projects.

Official team meets SSB DIG, pleads for transfer of land for educational purpose
YUPIA, Jul 25: A meeting was held between SSB DIG, (training), Tezpur, Assam and DC, Papum Pare at SSB training Hq at Tezpur yesterday regarding transfer of 27 acres of already allotted land to SSB which had been remained abandoned since 2000 at Emchi village under Doimukh Circle.
R.Bhumbla, DIG, SSB said that the land in question is still being used for training purposes by their units very often. He also said that approval regarding transfer of ownership of land had to be conveyed and approved by higher authority (Union Ministry of Home Affairs)
DC Papum Pare Tai Kaye highlighting the need for educational institution like setting up of college requested the SSB personnel to spare the land of Emchi for social cause and instead offer alternate land under Balijan Circle. He said the present site is not conducive for training purpose as such it is surrounded by University and lots of upcoming local villages which will create lots of law and order problems in days to come ahead.

No one should be deprived
Recently Arunachal Teachers' Association (ATA) claimed that five Assistant Teachers (ATs) were illegally promoted to the posts of Junior Teacher (JT). The association wrote to Chief Secretary and complained about it. They alleged that many senior assistant teachers who are in DPC waiting list have been deprived by this move to promote those teachers who are junior in terms of experience. This allegation by ATA is serious in nature and should be addressed properly.
Teaching is considered to be noble profession and every effort should be made to ensure that this field is not dirtied by corruption allegation. Today unfortunately teaching profession is losing respect due to allegation of corruption. Many teachers are alleged of remaining absent from place of posting and indulging in business activities. Education department should take strict action against such teachers. Department need to act on the allegation of illegal promotion leveled by ATA. Such action will demoralize the hard working teachers who often are not given their due. Education department should not let hard working teachers be deprived of their chance to get promotion.

Who are responsible for the bandhs?

In your esteemed daily, many writers express their views regarding bandh call in
our state. In recent days also, some writers demand AAPSU to stop bandh call as it
hampers the daily lives of innocent people badly. No doubt bandh call are a great
humiliation to general people. Innocent poor people become victims in such situation.
But my suggestion is-
Why our people always focus only on those who initiate bandh call? Why not we think about our officers/department/government etc who tempt such organization to move bandh call? My conscience does not permit me to blame AAPSU for calling these bandh calls.
According to our past experiences-
My question is why is our government delaying in responding to the their demand if there is a way for solution? Why government does not take action if their demands are genuine? Why they are waiting for bandh call or strike before it takes an action? Why our government compromise with bandh caller and accept their demand after everything is destroyed?
Who is responsible for this bandh culture? Is it AAPSU or other organization who tend to go for strike or bandh call before talks with government or concern department or is it our government who always wait for strike or bandh call before any positive action is taken?

Good initiatives yet some clarity needed
Dear Editor,
In a recent meeting chaired by Hon’ble Minister PWD, Gojen Gadi, the following important issues were resolved:
That all junior Engineers/ Assistant Engineer/Executive Engineers promoted/appointed to higher post on functional or Officiating basis shall be discontinued forthwith.
The vacant post, if available, shall be filled by giving adhoc promotion from the senior most officers as per seniority which will be regularized subsequently through DPC.
The existing unwanted/useless work charge post shall be converted to other useful trade within same scale of pay/pay band as per actual requirement. The actual requirement shall be worked out.
The proposal for creation of 3(three) additional Division for Highways at Namsai, Roing and Basar shall be taken up with Government.
No new post be created without creating subordinate post.
The Executive Engineer at the verge of superannuation/retirement shall not be posted in any field unit/division 02(two) years prior to retirement.
Steps initiated by Minister concerned are really commendable which will bolster the moral of PWD Engineers and also may become source of inspiration for other departments too. It is also urged that :
Preparation of DPR/Estimate be given sufficient time for field survey, it cannot be prepared overnite costing Crores of rupees, preparing of overnite estimate led to unrealistic one which is devoid of many scopes when compared with field/actual requirements and modification after getting approval is difficult or in other words it is not permissible.
Training of new appointees as Junior Engineer/Assistant Engineer must be given so that before getting field posting one will have basic technical knowhow.
To make Planning Unit effective from the beginning, the ASW should be invariably posted in the Division for preparation of DPR/Estimate, preparation of Detailed estimate for Technical sanction, timely submission of QPR, UC, etc of all schemes.
State govt. is paying huge sum of salary to Chief Engineer (OSD) of PWD but not tapping his potential, there is no visible role played by him as on date, he should be engaged in work like preparation/drafting of tender documents, works code and manual etc, by posting/providing with supporting staff, in consultation with Finance Dept, Law Dept, Audit, etc.
On one hand it is seen that APPWD is using CPWD works manual but in some instances they have not followed as stated in manual confusing the system. As such, corrigendum/addendum regarding change of particular section of CPWD manual be issued which shall be followed in APPWD instead of CPWD manual.

CPWD Manual follow the same conditions where clause 10CA & 10CC of GCC are applicable
when stipulated period of completion of Project is beyond 18 months. Clause-
